Studies about living conditions for people with disabilities - who should be included?

Several studies about living conditions and quality of life for people with disabilities are conducted during the last decades. Different methods and various themes have been used in order to throw light on questions about standards of living an how people experience their situation. In this presentation my focus will be upon connections between definitions and delimitations of disabled people and the outcome of such studies. My study is connected to examining the theoretical and practical basis of studies about living conditions for people with disabilities. Primarily the method used is literature reviews, most Nordic, but also British and American. As a primary conclusion it is possible to conclude that answers to questions about living conditions for people with disabilities are heavily affected by choices made about definitions and delimitation of the population.

The Rehabilitation and Participation of Disabled People Act (SGB IX) is effective since July 1, 2001. The basis of the conceptualisation is continuously the impairment which is measured in 10-grade steps from 20 to 100. To this end there exist and are used the - so called - Indications for the Medical Certificate. But a new objective is introduced in the Act according to the discussion in the WHO: The central aim of all measures should be to foster the self-determination and the equal participation in the social life. The possibility to connect the tradition of the medically dominated concept of impairment with the concepts of autonomy, assistance and participation has to be evaluated among other things according § 65 in the next years up the end of 2004.

How do the front personnel interpret the paragraphs of the law?

There are a number of paragraphs in the Danish Laws aiming at compensating for disability. I am presenting results from an evaluating of the use of certain paragraphs of the Law of Social Service. (SEL)The principal part of the study is qualitative, using the so-called "snow-ball"-method. Cases of applicants to different services from the municipality have been read. The personnel who have been part of the decision about a specific application have been interviewed, including the disabled person. This qualitative study has been followed by questionary to front personnel asking about their view on different aspects of the paragraphs, i.e. the clarity of a certain paragraph, and on the organization of help to disabled persons. The Danish Ministry of Social Affairs has financed the work.

Interactive analysis on the Living Conditions and Life Style of the Group-home for the ID

Group-home for the intellectual disabled has to be improved much more on its quality in Japan. Therefore we should grasp their lifestyle, because the arrangement directions depends on the individual residents whether they want to live independent style as possible as they could or want to live together with the roommates at the same space and time. So this study tried to analyze the interaction between dwelling range and special conditions of the residents. The indications of this analysis are described as follows: 1. Plan-type of Group-home a)Shared housing type -1 :individual bedroom only b)Shared housing type -2 :individual bedroom with some equipments c)Corrective housing type 2. Dwelling base a)Staying in public room mainly at home b)Staying in private room mainly at home c)Staying in public and private rooms both d)Other complicate type. We will show the results on the quality of group-home for the intellectual disabled.
